The White Lake Community Library welcomes the use of its community center room for activities which reflect the library’s mission.

Permission granted for the use of the Community Center room of the White Lake Community Library does not imply endorsement of the user or the user's beliefs by the White Lake Community Library.

LIABILITY

The renter (user) agrees to save and hold harmless the White Lake Community Library from any and all liabilities or responsibilities arising incident to the occupancy of the building or portion thereof, it being understood and agreed that the said White Lake Community Library assumes no obligation respecting the use of the premises of the renter (user.) Cost of damages to the building, furnishings and equipment beyond normal wear must be paid by the group having reservations at the time damage occurred.

APPLICATION FOR USE

Application for permission to use the Library Community Center room is made to the Library Director or her/his designee on the prescribed forms. Meetings must be booked by a resident of the White Lake Community Library district (lives within the Whitehall District School area; see exception: Fees and Charges 4.) The application must be signed by the local head of the group or organization requesting permission to use library facilities and the authorized person in charge of the activity. Reservations are accepted on a first come, first served basis. The booking calendar runs from January 1 through December 31. Weekly or bi-weekly events scheduled by the same party will be limited to 3 months/13 week periods or meeting monthly, 12 for one year for any one application. The Library Director reserves the right to limit the number of weekly, biweekly or monthly meetings. Preference will be given to those groups compatible with the mission of the Library. The Library reserves the right to cancel any scheduled meeting if circumstances warrant. The Library must be notified if cancellation of a meeting becomes necessary. Failure to cancel 24 hours in advance of the meeting or not leaving the room in order as found may result in reservations being denied in the future and forfeiture of the deposit (see Fees and Charges, No. 5.) No groups may transfer use of the rooms.

Individual groups or organizations booking the library’s meeting room assume full responsibility for providing and paying for special accommodations that are requested by participants in accordance with the Americans with Disabilities Act.

The room facility is available from 10:00 a.m. to 8 p.m. Any bookings for the Community Center room must be during library hours and be out of the room one-half hour before closing. The Library Community Center room holds approximately 100 people. There are 70 upholstered chairs and 18 seminar tables. There is a screen in the room. No public phone is available but there is a sufficient number of phone jacks and other electrical outlets in the room.


GRANTING OF APPROVAL

The Library Director is authorized to approve and schedule the use of the White lake Community

Library facilities. Use of the library's facilities must be compatible with the mission of the library

and shall not conflict with general library use or with library service programs. Scheduling

preference will be given to meetings of general interest to and open to the general public.

The maximum number of attendees is subject to the discretion of the Library Director and is

based on activities to be held at the event.

 

Approval may be granted only after a review of the aim or intent of the event, date(s), scheduled

time, staff availability, space and equipment needs, rental charges if any, etc. Applications may

be rejected and previously granted permission may be withdrawn for violation of library rules or

conduct inconsistent with library rules and regulations.

                                                       RULES AND REGULATIONS

1.  Smoking is not permitted within the library facility. AH groups using the rooms must comply

with local fire safety regulations, State laws and building regulations.

 

2.   The kitchen facility may be used to serve light refreshments. If light refreshments and/or

beverages are to be served-the kitchen and meeting area MUST be left clean and in order

which found. Normal housekeeping duties will be done by the library. If the facility is not left

clean there will be a custodial charge. Alcoholic beverages are not permitted.  All equipment

and supplies shall be provided by the user.

 

3.  Furniture and equipment may NOT be moved without prior permission. Library facilities and

furnishings may not be altered in any way including fixing signage, posters, streamers, balloons,

etc. to walls, furniture or blinds. Any display must be placed on portable easels, tables, or chairs.

 

4.  Gambling is forbidden on the premises.

 

5.  The Library is not responsible for the security of items used or displayed by groups.  Items may

not be stored at the Library

 

6.  Users of the room shall not charge admission fees, nor otherwise use the privilege for fund

raising. A fee for supplies may be charged in conjunction with a workshop; accredited educational

institutions may charge for classes when credits are issued.

This shall not prevent an individual, corporation, partnership, association, or other organization from requesting nominal donations from persons attending any function for the sole purpose of paying expenses actually incurred in holding functions. Donations must be received at the function, not requested or collected in advance, and must in no way prohibit a person from free participation in such function if they choose not to donate. The foregoing shaIl not apply to any group or organization raising funds solely for the benefit of the White Lake Community Library, et al, Friends of the Library.

Private events deemed inappropriate that have no library focus are prohibited and include (but are not limited to), weddings, wedding receptions, showers, funerals, christenings, anniversary parties, engagement parties and private dinner parties

7.  Use of hazardous materials is prohibited.

8.   No organization shall use the library as its official address except the Friends of the Library

or any other designated party by action of the Library board or the Library Director.

 

                                                     FEES AND CHARGES

1.  Programs sponsored by the White Lake Community Library and/or the Friends of the Library:

no charge.

 

2.  City of Whitehall, Whitehall Township, Fruitland Township, or the Whitehall District Schools

may reserve the room at no charge when such use benefits the residents of the library’s

service area by providing information, serving as a forum for thoughtful discussion and/or

stimulating interest in books, reading, and the life of the mind.  Whitehall school groups may

use the facility at no charge during regular library hours.  Howmet Corporation may use the

facility for educational or training forums at no charge.

 

3.  Prohibited use: to any sponsoring group or organization whose purpose it is to promote

activities subversive to the Iaws of the government; any sponsoring group or organization

that proposes to overthrow the government by force, vioIence or other unlawful means; any

sponsoring group or organization that may violate the canons of good morals, manners, or

taste, or be injurious to the building, grounds, or equipment:  religious services and programs

and/or promotions.  Religious groups may use the library facilities only for non- sectarian or

interdenominational business meetings only. Partisan political promotions are prohibited.

Political groups may use library, facilities only for nonpartisan or bipartisan programs of an

educational nature. Commercial sales and promotions of businesses are prohibited.

 

4.  Church or non-profit groups, may use the faciIity at no charge during library hours

 if they are organizations based within the White Lake Community Library district.  Those

groups wishing to use the facility but live outside the Library boundaries will pay the fees listed

under Rental Fees. Commercial sales and promotions of businesses are prohibited.

 

5.  No reservation will be made without a non-returnable  $30.00 deposit, which will be applied to

the rental fee.

 

.6. “Invoices for meeting room use will be sent at the end of each month.  If payment is not made within 30 days of the invoice date, a late fee of $10 will be charged.
